Intel Turbo Memory is the use of addressable memory locations?

I'm thinking of a laptop with 3 GB of RAM (getting maximum addressable for Vista Home Premium x86) Would it be a waste of money for Intel Turbo Memory to me because of my operating system can not cope with more memory, or has Intel Turbo Memory and used differently.

Resources to support your answers, would be appreciated.

Not sure if the question, I think that would be yes, but I say that Vista x86 can address 4 GB of memory can be.
